About the Department on Human Resources

Of the Ministry of Health of the Republic of Uzbekistan

1. General Provisions

1.1 Human Resources Department of the Ministry of Health of the Republic of Uzbekistan, hereinafter referred to as Department, was arranged in pursuance of the Decree of the President of the Republic of Uzbekistan PP -1119 as of 02.06.2009 in line with the order of the Ministry of Health of the Republic of Uzbekistan №44 “About introduction of changes to the organizational structure of the Ministry of Health of the Republic of Uzbekistan” as of 03.06.2009 and is separate unit of the Central Office of the Ministry of Health.

1.2 The Department is guided in its work by Laws of the Republic of Uzbekistan, Decrees and Resolutions of the President of the Republic of Uzbekistan, Decrees of the Cabinet of Ministers of the Republic of Uzbekistan, orders and other executive directives of the Ministry of Health of the Republic of Uzbekistan and the current Statement.

1.3 The Department performs its activities interactively with other structural units of the Ministry, public authorities and local self-government bodies, public associations and organizations.

1.4 The work with personnel and potential workforce in the healthcare system is being performed under direct management of the Minister of Health of the Republic of Uzbekistan and implemented through the Department.

1.5 The Department is led by Head. There are three Chief Specialists in the Department. All staff members of the Department are appointed and dismissed by the Minister of Health of the Republic of Uzbekistan in accordance with the current legislation.

1.6 The Department has the round seal with the name of the department.

II. Main tasks

2. The main tasks of the Department are as follows:

2.1 participation in conduct of national policy in healthcare sphere in order to create the necessary conditions for realization of constitutional rights of citizens for health protection and healthcare services;

2.2 realization of unified HR policy in health sector;

2.3 analysis of managerial personnel of healthcare departments and healthcare facilities under the aegis of the Ministry;

2.4 shaping and working with the employment pool for managerial posts at health care organs and facilities under the authority of the Ministry;

2.5 conducting accreditation of healthcare personnel at services under the Ministry of Health, as well as managerial staff of healthcare facilities for capability to their work status.

III. Functions

3. Department in line with the entrusted tasks performs the following functions:

3.1. Participation in developing and presenting to the management of the Ministry, in line with its competence:

Proposals on issues of healthcare development, improvement of the secondary, higher, postgraduate medical and pharmaceutical education;

Concepts, events, normative documents in the sphere of creation of managers database and unified information system on personnel capacity management, including students of state medical education facilities;

Drafts of legislative and other normative acts in health in the established order

3.2 participation in development and presenting for endorsement of:

Branch standards in the sphere of peopleware;

Nomenclature of specialties and posts of medical and pharmaceutical staff in healthcare system;

procedure of professional training, retraining, postgraduate education of managers for health care system of the Republic of Uzbekistan, medical and pharmaceutical staff and the sequence of getting qualification categories;

3.3 performance of:

Accounting and planning of training, retraining and postgraduate education of managerial staff for healthcare system of the Republic of Uzbekistan;

Monitoring of cadre of health care system, including in the sphere of employment of health care personnel;

Control over meeting the requirements established for training of managers for health care system of the Republic of Uzbekistan, specialists on medical and pharmaceutical specialties, awarding them qualification categories;

Setting up development of drafts for new generations of national standards, standard curricula and programs for education of managers in healthcare, standards for levels of training and qualification requirements and job descriptions for managers and specialists of healthcare system;

Control over functioning of agencies and facilities in healthcare system, and educational institutions on the issues of selection, rational distribution and training of managers and specialists for work at healthcare facilities;

Cooperation with the central committee of trade unions of healthcare workers of the Republic of Uzbekistan, Medical Association, other public organizations on the issues, related to the competencies of the Department;

Cooperation with the corresponding structures of CIS countries, other foreign states on the issues which are in the area of responsibility of the Department;

Preparing materials for appointment and dismissal of personnel of the Central Office of the Ministry and nomenclature staff in the established order, conclusion, changing and cancellation of employment contracts with them;

Analysis of cadre and cadre reserve on posts at the Central Office and nomenclature of the Ministry, development and making proposals on their improvement;

Nomination of especially distinguished staff of the Central Office, territorial offices and organizations and facilities under jurisdiction of the Ministry to material rewards or other incentives, awards, honorary degrees and rewarding state awards of the Republic of Uzbekistan, rewarding agency level awards – Certificates of Honor of the Ministry of Health, badge “High achiever of Healthcare of the Republic of Uzbekistan”;

Learning from advanced domestic and foreign experience on organization of work of institutions and facilities on the issues belonging to competence of the Department, assistance on its implementation to the work of institutions and facilities of health care system;

Consideration of claims from citizens, institutions and organizations, as well as reception on the issues in the competence of the Department;

3.4. Performs in collaboration:

With interested parties, institutions and agencies realization of program on peopleware for health care system, including training, retraining and postgraduate education of managers for health care, medical and pharmaceutical personnel;

3.5. Participates:

In established order together with population employment agencies in development, endorsement and implementation of program on facilitation of employment of workers of the sector;

In established order together with «UzMedInfo» Republican Center of Development of e-Health in organization of implementation of modern technologies in the area of monitoring and analysis of cadre and reserve of personnel in health care system;

In agreement with unions of employers and trade unions - in regulation of issues of labor protection and social protection of workers of the sector.

IV. Rights

4. Department has a right to:

4.1. Coordinate activities of educational facilities under the aegis of the Ministry, territorial healthcare management organs, state sanitary-epidemiology service on the issues of peopleware of healthcare system;

4.2. Coordinate attestation activities of the Republican Center of licensing and attestation of medical and pharmaceutical staff and its specialized commissions;

4.3 coordinate activities of the Republican Center on Development of e-Health «UzMedInfo» on issues within the competence of the Department;

4.4 participate in development and making proposals on creation, reorganization and closing down within the established procedure the facilities, which are under authority of the Ministry, in order to shape the optimal structure and network of jurisdictional facilities;

4.5 prepare to issuance from the Ministry in the established order within the limit of its competence the normative-legal acts and other documents, including those regulating the work with managerial staff of the Ministry and the sector;

4.6 request within the established procedure from bodies of executive power, local bodies, stage and private health care organizations, other legal bodies and individuals the information which is necessary for performance of tasks and functions of the Department;

4.7 organize holding meetings, seminars, conferences and other events on the issues in the competence of the Department;

4.8 submit proposals for attraction by the Ministry scientific-research institutions, scientists and experts to resolving issues in the competence of the Department;

4.9 participate in publishing activities of the Ministry, including those in the framework of the State portal of the Ministry, conduct informational educational events, related to realization of tasks and functions, identified by this Statement.

4.10 perform planned and unplanned check-ups of institutions and facilities subordinated to the Ministry, their heads on the issues within the competence of the Department; submit reports based on the results of the check-ups and submit relevant proposals; report to Minister about the shortcomings revealed in the work of personnel service and heads of institutions and facilities, subordinated to the Ministry on the issues within the competence of the Department.

V. Duties

5. The Department must:

5.1 observe in its activities the legislation of the Republic of Uzbekistan;

5.2 properly and effectively perform the tasks, put on the Department;

5.3 make decisions within its jurisdiction.

VI. Responsibility

6. All staff of the Department is responsible for:

6.1 improper fulfillment or non-fulfillment of their functions – in the limits, identified by the labor law of the Republic of Uzbekistan;

6.2 offenses made in the process of exercise of their duties – in the limits identified by administrative, criminal and civil legislation of the Republic of Uzbekistan.

6.3. Material damage made – in the limits identified by labor and civil legislation of the Republic of Uzbekistan.
