Of the Ministry of Health

I. General statements

1.1. Main Department on Protection of Motherhood and Childhood (MDPMC) is separate structural unit of the Ministry of Health of the Republic of Uzbekistan, responsible for organization of service on protection of health of mothers and children.

1.2. MDPMC in its activities is guided by the Constitution and Laws of the Republic of Uzbekistan, Resolutions of chambers of Oliy Majlis (parliament) of Uzbekistan, Decrees, resolutions and Directions of the President of the Republic of Uzbekistan, Resolutions and Orders of the Cabinet of Ministers of the Republic of Uzbekistan, other normative-legal acts, and the current statute.

1.3. MDPMC is directly subordinated to minister of health and deputy minister, responsible for mother and child issues.

1.4. The Department is led by the Head, being appointed and dismissed by the Minister of Health of the Republic of Uzbekistan

1.5. In absence Head of Department his functions are performed by his/her Deputy.

II. Tasks and functions of MDPMC

2.1. Main tasks of the MDPMC are:

- Organization of health care to children, mothers at maternity and childhood institutions in the system of the Ministry;

- Drafting orders, instructions, normative acts and other documents on the issues of protection of mother and child health and reproductive health of population, participation in lawmaking activities in the sphere of protection of mother and child health;

- Organization of healthcare and rehabilitation of socially vulnerable groups of children;

- Participation in activities on implementation of international obligations of the Republic of Uzbekistan on the issues related to rights and interests of children and women;

- Facilitation of activities aimed to strengthening of material and technical basis of pediatric and obstetric institutions though attraction and implementation of investment and grant projects;

- performing analysis of reproductive health status of population, health of mothers and children, making proposals and development of activities on its strengthening;

2.2. In order to perform the incumbent tasks the MDPMC performs the following functions:

a) in the sphere of organization of healthcare to children, mothers at obstetric and pediatric facilities:

- participates in development of packages of measures on protection of mother and child health, including prevention of diseases, disability, abortions, reduction of maternal, newborn and child morbidity and mortality;

- develops measures on improvement of quality of health care provided to mothers and children through implementation of international standards;

- in collaboration with departments of the ministry organizes activities on continuous postgraduate education of doctors and nurses within the country and abroad;

b) in the sphere of drafting projects, orders, instructions, normative acts and other documents on the issues of protection of mother and child health, reproductive health of population and participation in lawmaking activities in the area of protection of mother and child health:

- develops sets of measures in the sphere of increasing the level of health culture in family, protection of reproductive health;

- develops the order of organizing health care to preschool and school age children, disabled children under 16;

- participates in drafting National programs on the issues of protection of mother and child health, reproductive health of population;

- organizes development and implementation of standards and clinical protocols on the issues of prevention, diagnostics and treatment of diseases in women and children;

- participates in drafting of international treaties and agreements on the issues of protection of health of mothers and children, protection of reproductive health of population.

- participates in drafting of Laws on the issues of protection of mother and child health, protection of reproductive health of population;

- ensures interaction with public associations and international organizations, dealing with resolving of issues in the sphere of protection of mother and child health, as well as reproductive health of population;

c) in the sphere of medical care and rehabilitation of socially vulnerable groups of children:

- organizes and controls realization of activities on prevention of mother-to-child transmission of HIV infection and treatment of HIV infection in children;

- organizes conducting of immunization amongst children of the republic in order to reduce vaccine preventable infections morbidity;

- organizes activities on screening and prevention of birth of children with congenital defects, abnormal development, providing specialized care to children with abnormal development involving non-governmental and charity organizations on the basis of leading clinics of the republic and abroad;

- controls organization of healthcare for socially vulnerable groups of children at Infants’ Homes, orphanages “Mehribonlik” (“Mercy”), boarding schools and for disabled children;

d) in the sphere of participation in performing activities on implementation of international obligations of the Republic of Uzbekistan on the issues related to rights and interests of children and women:

- organizes preparation of periodical reports on implementation of ratified UN Conventions: “Convention On the Rights of the Child”, “On liquidation of all forms of discrimination of women”, as well as information-analytical materials on implementation of other international obligations of the Republic of Uzbekistan.

e) In the sphere of strengthening the material and technical basis of pediatric and obstetric facilities through attraction and realization of investment and grant projects:

- develops standards of equipping obstetric and pediatric institutions with medical equipment and technique;

- attracts grants and investments for strengthening material and technical basis of mother and child health facilities;

- participates in identification of needs of obstetric and pediatric facilities in drugs, medical goods.

f) in the sphere of performing analysis of reproductive health status of population, health of mothers and children, making proposals and development of activities on their improvement:

- organizes monitoring of implementation of orders, decisions, National Programs in the sphere of mother and child health protection;

- organizes monitoring of demographic situation, maternal, newborn, child morbidity and mortality, and makes proposals on development of activities on their improvement;

- prepares materials for MDPMC councils, conference calls and Collegiums of the Ministry of Health;

- Works jointly with other ministries, departments, NGOs and international organizations in the area of protection of mother and child health;

- Organizes and conducts congresses, conferences, seminars and meetings on pressing issues of protection of reproductive health, obstetrics and gynecology and pediatrics;

- considers claims and requests from citizens, related to provision of medico-prophylactic care to mothers and children by obstetric and pediatric institutions of the Ministry of Health.

III. Rights and obligations

3.1. MDPMC has a right to:

a) represent the Ministry of Health on international conferences and symposia on the issues of protection of mother and child health.

b) involve, upon assignment of the management, or in agreement with the head of respective unit, their staff for drafting normative and other documents.

3.2. MDPMC is obliged to:

a) adhere to legislation of the Republic of Uzbekistan in its activities;

b) properly and effectively perform tasks delegated to the Department;

c) make proposals to management on the issues related to mother and child health protection in the activities of medico-prophylactic facilities, improvement of labor management and working conditions;

d) take part in conferences/meetings discussing the issues of maternity and childhood;

e) make decisions in the limits of its competence;

f) receive the necessary information to perform its functions;

IV. Responsibilities

4. All staff of the Department is responsible for:

4.1 improper fulfillment or non-fulfillment of their job responsibilities – in the limits, identified by the labor legislation of the Republic of Uzbekistan;

4.2 violations of law made in the process of performing their duties – in the limits of administrative, criminal and civil codes of the Republic of Uzbekistan;

4.3. infliction of material loss – in the limits, identified by labor and civil codes of the Republic of Uzbekistan

IV. Responsibilities

4. All staff of the Department is responsible for:
