Of the Ministry of Health of the Republic of Uzbekistan

I. General statements

1. The current Statute is developed in line with the Decree of the Cabinet of Ministers of the Republic of Uzbekistan as of 14 January, 1999 №18 “About improvement of management in health care system of the Republic of Uzbekistan”, Resolution of the President of the Republic of Uzbekistan as of 7 August, 2007 №PR-700 “About measures on improvement of organization of activities of medical facilities of the republic” and Resolution of the President of Uzbekistan as of 2 June 2009 №PR-1119 “About introduction of changes into the structure of the executive personnel of the Ministry of Health of the Republic of Uzbekistan”

2. The Main Department of Economy, Financing and Forecasting (further in the text – Main Department) is a structural unit of the Central Office of the Ministry of Health of the Republic of Uzbekistan.

3. The Main Department is guided in its activities by the current Constitution and legislation of the Republic of Uzbekistan, Resolutions of chambers of Oliy Majlis (Parliament) of the Republic of Uzbekistan, Decrees, Resolutions and Orders of the President of the Republic of Uzbekistan, Decrees and Resolutions of the Cabinet of Ministers of the Republic of Uzbekistan and other normative legislative acts, Statute about the Ministry of Health of the Republic of Uzbekistan, orders and decisions of the Collegium of the Ministry of Health and the current Statute.

4. The Main Department consists of:

Bookkeeping and reporting unit;

Forecasting, development and health financing unit;

Unit of analysis and control over targeted use of budget means.

II. Tasks and Functions of the Main Department

5. Main tasks of the Main department are as follows:

- Performing organizational methodological management on all economical and financial issues in health care system of the republic;

- Coordination of economical and financial activities of economic organizations of the health care system;

- Development and bring to notice of healthcare organs and facilities the instructive, methodological guidelines and other directory documents on all issues related to healthcare economics, labor, salary, staff normative, financing and other issues related to Departments’ area of work;

- Performing financing of republican level health facilities, scientific research institutes, medical institutes and medical academic lyceums funded from state budget;

- forming of the consolidated budget of health and submission to the Ministry of Finance;

- performing step by step move to the new financing system of health facilities, which are foreseen by the National Program of Healthcare System Reform;

- performing analysis and discussion of indicators of normative expenses on healthcare budget in total and on activities of self-sustained organizations of the Ministry of Health at the Ministry of Finance of the Republic of Uzbekistan.

6. The Main Department in line with its’ tasks:

- organizes economical, financial and bookkeeping work at the system of the Ministry;

- assures financing of expenses for maintenance of the Central Office of the Ministry of Health of the Republic of Uzbekistan and Republican Healthcare Institutions, which are financed from the State budget, performs activities aimed to improvement of organization of fixing and remuneration of labor of healthcare system personnel;

- performs check-ups, analysis and monitoring over targeted and effective use of budget means in the regional management organs and republican institutions and organizations of healthcare system;

- ensures interaction between state, public, charity organizations and funds, institutions and facilities in the work on raising funds for funding target programs in healthcare;

- manages budget means for implementation of target state programs in the sphere of protection of populations’ health;

- performs financing of republican health facilities, scientific-research institutes, medical institutes and medical academic lyceums which are financed from state budget;

- improves healthcare financing mechanisms, performs step by step move to the new healthcare financing system, foreseen by the State program on healthcare system reform;

- participates in development of the concept, normative governmental documents on economy, financing and remuneration of labor of personnel of health care facilities;

- participates in development of economical relationships between subdivisions and managerial structures, uses economic control levers;

- analyses the trends in healthcare network development in line with normative needs of population, use of actual labor payment conditions, use of financial means in regions and republican level health care institutions;

- participates in forming of managerial and economical structures, facilitating development of progressive methods and principles of healthcare organization (health insurance, privatization etc.);

- provides consultative assistance on health economy, remuneration of labor of health workers, staff normative and financing, observance of actual labor legislation;

- prepares activities on the issues of social protection of health sector personnel;

- organizes postgraduate education and training of economical and financial personnel of institutions and facilities of healthcare system of the Republic of Uzbekistan;

- provides methodological guidance and organization of bookkeeping in Republican Institutions of healthcare system;

- ensures collection, aggregation and submission of monthly, quarterly and annual reports on fulfillment of budget expenditures of medical institution of Republican subordination;

- performs analysis of aggregated reports and balances of republican institutions, and prepares conclusions and recommendations based on the results of the analysis;

- organizes seminars and meetings on implementation of new methodologies in organizing book-keeping and reporting systems, as well as increasing its role in health care system;

- performs development of instructive, methodological and other normative documents on the issues of health economy, labor, salary, staff rate setting, financing, book-keeping and preparation of reports and other issues, related to the area of work of the Department;

- provides in established order salaries, pensions, travel allowances for the staff of the Central Office, and accounting on them;

- performs selection and agreement of candidates to the posts of Head Accountants of Republican Health Facilities, and performs regular postgraduate education of accounting personnel;

- in due course makes proposals on writing-off the fixed assets which have exhausted working resources, writing-off unsafe in terms of recovery debits receivable and accounts payable with past expiry dates.

III. Rights, duties and responsibility of the Main Department

7. In order to achieve the set targets and performance of the entrusted tasks the Main Department has a right in legislative order:

- to check economical work in the health care management organs, institutions and facilities with discussion of their work on the meetings of Collegium of the Ministry of Health, conference calls etc.;

- to make proposals to the management of the Ministry of Health of the Republic of Uzbekistan on improvement of financing mechanisms, staff rate settings, stimulation of remuneration of labor of healthcare workers and social protection of the branch personnel;

- to take part in forming managerial and economical structures, which will facilitate development of progressive methods and principles of healthcare management;

- to call economical Councils and conduct meetings on the issues of their activities with participation of representatives of healthcare institutions and facilities;

- to involve in the process of work highly qualified specialists and technical staff of the Ministry of Health, regional health care departments and republican health care facilities to development of various concepts, methodological manuals and instructive management directives;

- to perform in the established order collection and analysis of information from health care institutions and facilities, which in process of economical activities is necessary for performance of the assigned tasks of the Main Department,

8. The Main Department is obliged to:

- prepare economical analysis of the situation in the branch, reveal imbalances and disproportions in the structure of healthcare network and brings them in for discussion to the management of the Ministry of Health and superior bodies;

- develop drafts of laws, resolutions and decrees of decision-making authorities of the republic on the issues of reorganization of the structure and principles of management, financing, and labor legislation of health care system;

- develop methodological documents, instructions, recommendations on the issues of management, financing and salaries of health care facilities of the republic;

- resolve issues of financial provision of work of the branch, health care institutions and facilities;

- provide in the limits of its authority practical and methodological assistance to institutions and facilities in execution of the National Program on health care system reforms;

- perform constant control over elimination of defects revealed in the process of check-ups, inquiries, analysis and monitoring;

- perform monitoring on realization of the improved system of remuneration of labor of health care workers;

- form in time the republican health care budget by paragraphs and groups of budget classification;

- ensure control over preparation of calculation of costs for their endorsement and registration at the Ministry of Finance of the Republic of Uzbekistan

- maintain control over implementation of budget, receipt of means from services provided; provide practical assistance to health care facilities.

9. The Main Department in line with the assigned functional tasks is responsible for:

- timely and high-quality execution of assignments of the management of the Ministry of Health;

- timely development and informing the subordinated facilities about check digits of financing by expenditure groups in line with the content of work on provision of health care;

- drawing up accounting reports of the central office of the Ministry of Health, accounting and control over targeted use of сash resources and material assets, budgetary and extra budgetary takings;

- Timely provision of republican facilities with the necessary forms, stipulated by the State statistical accounts, for well-timed and reliable provision of accounting reports and balances;

- timely submission of accounting reports of the republican facilities to the Ministry of Finance;

- timely receiving and disbursement of full volume salaries, bonuses, travel allowances and other payments, stipulated by law, to personnel of the central office of the Ministry of Health.
